Self-reliance is a survival imperative. The call for Atmanirbhar has several dimensions. For MSMEs it means the twin objectives of producing for local consumption and also producing for exports. For Hi-Tech it is a question of national security as well as global leadership. In a world dominated by big-tech, India has to lead and not be digitally colonised. The wireframe of governance needs to be strengthened at all three levels of center, state and local bodies.
This is imperative for pushing the Atmanirbhar agenda as policy, implementation, finances and success are all dependent on governance. Keeping this in mind, the 65th SKOCH Summit tries to show the path towards the light at the end of the tunnel.

The two important aspects in making MSMEs Atmanirbhar involve locally manufactured import substitution for domestic consumption and make in India for export. Atmanirbahar package that has been announced has taken several steps in this direction including reserving all tenders of less than 200 crores for Indian companies to help MSMEs. The discussion examines the following areas:
- Are the announced policy interventions having the desired impact?
- What new instruments and interventions are required to meet the two Atmanirbhar goals for MSMEs?
- How will MSMEs need to transform to benefit from this new opening up of opportunities?

Prime Minister Modi recently gave a clarion call to ‘Go Vocal with Local,’ we grabbed the opportunity at that time itself to paraphrase this to ‘Go Global with Local.’ Time and the unfolding situation at our borders bears out the importance of this slogan.
Specifically in the area of all forms of electronics, semi-conductors and hi-end technology, our dependence on imports from China is very pronounced. From time to time there have been initiatives like ‘Make in India’ under which electronics manufacturing did move ahead. Now is the time to make a concerted effort. There are two panels in this session, the first features a serial entrepreneur who needed to go to Singapore to succeed for all three ventures. It also features a start-up that has managed to develop a cutting edge chip in India but needs help to get samples fabricated.
The second panel features Swadeshi Jagran Manch and SITARA that have argued for supporting local high-tech for long. The panel is moderated by Dr. Deepak B. Phatak a Padma award winner for his pioneering work with technology. The panel is expected to return recommendations on what needs to be done to ensure Indian leadership in Hi-Tech.

Shekhar Gupta of the Print has been scathing in his criticism of the bureaucracy and how it is misguiding the political leadership and leading the country asunder. Srivatsa Krishna -IAS has bravely defended the services in his article in the Financial Express and has argued that it is the bureaucracy that has delivered in the face of such a tough adversity like COVID. As always, the truth perhaps lies somewhere in between. In this session we feature two panels. The first panel is that of Corona Warriors from the services who have demonstrably done an exemplary job as evaluated by our research teams and the second panel consists of officers that have instituted
some exemplary governance practices that need to be taken note of and learnt from. These panels and the interactivity would then make rich pickings for the earnest learners.
